The activities and programs of Provident are accomplished
primarily through its separate, wholly-owned subsidiaries.

Senior
Living Resources
Provident provides for the
special needs of the aged and elderly through various means,
including the development, construction, acquisition, ownership,
management, operation, and disposition of hospital facilities,
skilled nursing facilities, pediatric facilities, assisted
living facilities, independent living facilities, continuing
care facilities, congregate care facilities, other types of
senior living and housing facilities, and other types of
inpatient or outpatient facilities through which activities and
programs to meet the physical, spiritual, and mental health
needs as well as create an overall environment conducive to each
person’s dignity and independence may be pursued. As of December
31, 2006, Provident owned and operated 351 skilled nursing
facility beds, 192 assisted living units and 31 independent
living units in the states of California, Idaho,
Tennessee and Florida with a total of 576 units available to
serve the needs of the aged and elderly. These activities are
included in the Senior Living Division. Using its
operating cash flow, Provident funds approximately $360,000 per
year in uncompensated care and charges incurred by the residents
of its skilled nursing facilities, assisted living facilities
and independent living facilities. Program Service expenses for
senior living operations in 2006 were $27,833,006.

Housing Resources
Provident supports poor and
distressed American families with the ownership and operation of
very low, low, and moderate income housing properties that
provide safe and decent affordable housing which promote the
physical health, emotional health, mental health, and social
well-being of the individuals, families, and communities it
serves, and in connection with the ownership and operation of
such housing projects strives to accomplish the following:
- participate in
governmental housing programs,
- provide social
services to poor residents,
- involve community
residents in the operation of such housing properties,
- combat community
deterioration,
- lessen the
burdens of government to provide safe, sanitary, decent, and
affordable housing to every American family,
- lessen
neighborhood tensions and help to eliminate discrimination and
prejudice in communities throughout the United States, and
- relieve the
distress of the elderly and physically handicapped.
As of
December 31, 2006, Provident owned seven properties with
approximately 3724 units of which approximately 20% to 40% of
units are available for residents qualified as very low, low,
and moderate income families. These activities are included in
the Affordable Housing Division. Provident provides its “Service
Enriched Housing Programs” which include health, social and
education programs to address the needs of its residents and to
improve their quality of life and potential for personal growth.
Examples of programs currently available at various sites are
computer training, adult basic education, money management,
after school care, tutoring &homework, healthcare screening and
education, support groups, food and nutrition classes, and job
readiness training. Program service expenses for affordable housing
operations in 2006 were $ 32,976,024.

Education Resources
Provident promotes and advances education
through various means, including, without limitation, the development, construction,
acquisition, ownership, management, maintenance, operation, and disposition
of facilities of various types, including, but not limited to, educational,
research and student-housing facilities through the provision of development,
enrichment, counseling, tutoring, and other services and activities, so as to
assist colleges and universities in fulfilling their educational mission. As
of December 31, 2006, Provident owned and operated 392 student housing beds in Louisiana
and had begun construction on another 500 bed student housing facility in Missouri.
These activities are included in the Education Division. Program Service expenses for
education operations in 2006 were $5,551,503.

CitiState Resources
Provident lessens the burdens of
federal, state, and local governments through various means,
including without limitation the acquisition, construction,
ownership and operation of public facilities, public buildings,
public works, and infrastructure of various types. These activities are included in Provident's CitiState
Resources Division. Program Service expenses for CitiState Resources
in 2006 were $2,020,995.
