Walter Monsour received his Bachelor of Arts in 1966 from Louisiana State
University and his Juris Doctorate in 1970 from the Louisiana State University
School of Law at Baton Rouge, Louisiana.
Mr. Monsour practiced law from 1970 to 1980 and from 1972 to 1978, served as Executive Assistant District Attorney for East Baton Rouge Parish. From 1979 to 1980 he served as Parish Attorney for the City of Baton Rouge and Parish of East Baton Rouge and from 1985 to 1986 he served as Chief Administrative Officer to the Mayor-President of the City of Baton Rouge and the Parish of East Baton Rouge. Then, from January 2005 to January 2009, Mr. Monsour served as the Chief Administrative Officer to the Mayor-President of the City of Baton Rouge and the Parish of East Baton Rouge. Currently, Mr. Monsour serves as the first President and Chief Executive Officer of the East Baton Rouge Parish Redevelopment Authority.
In addition to practicing law and his government service, Mr. Monsour has had a successful business career in the private sector, including serving from 1986 to 1994 as President of CitiState Advisors Inc., a Baton Rouge based state and local government financial advisory firm and as Of Counsel to Kutak Rock from 1992 to 1994, a national law firm with offices in 12 cities across the country.
Mr. Monsour’s civic and professional activities include having served since 1985 to the present as a member of the Board of Commissioners of the Greater Baton Rouge Metropolitan Airport Commission, including seven (7) terms as the Chairman of the Board of Commissioners.
