Becker Capital and Finance serves as Financial Advisor to Provident Resources Group, Inc. Mr. Becker holds a Masters in Public Policy and a minor in Economics from the University of Delaware.

In 2008, Mr. Becker founded Becker Capital and Finance to structure, rate and distribute tax-exempt and taxable structured finance project securities. Also in 2008, Mr. Becker founded Ecogysolar, a merchant company established to design, build, finance, own and maintain solar PV systems for large non-profit institutions, providing a total design/build and ownership structure.

From 1990 to 2008, Mr. Becker served as Director of Public Finance for Citi Group Global Markets, Inc. where he also functioned as the head of the national Public Finance Real Estate group and where he served the Infrastructure Group handling complex structured financings.

From 1985 to 1990, Mr. Becker was Vice President of Public Finance for Smith Barney, Inc. where he worked in both the Housing Group and the Student Loan Financing Group as well as serving as Regional Coordinator for the States of Delaware, Maryland, Virginia, West Virginia, Pennsylvania, Kentucky and New Jersey.

From 1982 to 1985, Mr. Becker was Vice President of Public Finance for Prudential Bache Securities working in both the Housing Group and the mid-Atlantic Regional office as a generalist investment banker and where he served as liaison between the office of the president of the company and the National Conference of Mayors.

Between 1980 and 1982, Mr. Becker was the Chief Policy Coordinator and Chief Administrative Office of New Castle County Government serving directly under the County Administrator where he was responsible for policy initiatives.

From 1979-1980, Mr. Becker served as Assistant to the President of the United States assisting the Chairman of the Federal Regional Council in the coordination of all federal agencies and policies and where he directly communicated and coordinated with governors, mayors and U. S. Congressman to assure delivery of programs to states and cities.

From 1977 to 1978, Mr. Becker was the Executive Assistant to the Regional Administrator of the U.S. Department of Housing and Urban Development where he served at the pleasure of the Secretary of the Department of Housing and Urban Development supervising all department level administrators in the Mid-Atlantic Region.

In 2007, Mr. Becker received the Distinguished Alumni Award from the President of the University of Delaware. He also received the Most Innovative Housing Finance Award in 1998 from the U.S. Conference of Mayors. And, in 1980, Mr. Becker received the Distinguished Service Award from the Secretary of the United States Department of Housing and Urban Development.
